We are seeking a Payroll Manager to oversee our payroll operations and ensure full compliance with GCC payroll regulations. You’ll manage all payroll processing, lead regulatory compliance efforts, manage the payroll team, and maintain accurate payroll systems. Your expertise in GOSI, DAMAN, Saudization, and regional requirements will be essential. Your work directly impacts employee satisfaction and organizational compliance.

Payroll Manager Responsibilities

  • Manage all payroll processing including salary calculations, deductions, tax withholdings, and payment distributions
  • Ensure 100% compliance with regional payroll regulations including GOSI/DAMAN contributions and salary cap regulations
  • Manage payroll systems and technology to ensure accurate, timely, secure payroll processing
  • Maintain accurate, confidential employee records including tax information, benefits, and payroll documentation
  • Prepare payroll reports including labor cost analysis, salary analytics, and compliance reporting
  • Process salary increases, bonuses, variable compensation, and benefits changes
  • Support Saudization and Emiratization compliance through accurate reporting and tracking
  • Lead payroll team and manage payroll-related employee inquiries and troubleshooting
  • Coordinate with HR and Finance on headcount changes, compensation changes, and benefits administration
  • Support audits and maintain detailed payroll documentation and regulatory compliance records
  • Monitor changes in payroll regulations and implement necessary system and process changes

Payroll Manager Requirements and Skills

  • Bachelor’s degree in Accounting, HR, Finance, or related field
  • 5+ years of payroll experience with at least 2-3 years managing payroll operations
  • Deep knowledge of GCC payroll regulations including GOSI, DAMAN, Saudization/Emiratization rules, and labor laws
  • Experience with payroll systems and HR information systems (ADP, BambooHR preferred)
  • Strong knowledge of tax regulations and withholding requirements in GCC countries
  • Excellent attention to detail and accuracy (payroll errors directly impact employees)
  • Strong leadership and team management skills
  • Excellent communication skills in English and Arabic
